Samantha Brown is the Assistant Vice President of Real Estate Development at CHP. In her current role, she works closely with the Vice President of Real Estate Development to acquire, finance, and renovate or build new multifamily housing. She recently held development positions for Laurel Street Residential and The Altman Companies. Samantha returned to CHP in 2025 after previously working for the organization’s Real Estate Development team from 2006 through 2023. Throughout her career, Samantha has developed over 4,000 units of affordable housing.
 
Before coming to CHP, Samantha worked in local government planning in Virginia and North Carolina. She has a master’s degree in urban and regional community planning from the University of Maryland at College Park and a Certificate in Affordable Housing from NeighborWorks America.
