Cara Mullen joined the CHP Real Estate Development team in 2021 as a Multifamily Development Officer and now serves as a Senior Development Officer. In this role, she leads affordable housing projects from inception through completion, including the rehabilitation of existing properties and the development of new communities. She is currently managing the rehabilitation of Yorktown Square 1 & 2 and Rivermeade 1 & 2, as well as the creation of new affordable housing units in Dumfries. Since joining CHP, Cara has played a key role in the renovation of Holly Court and Weseley and supported the development of Witter Place Apartments in Alexandria. She brings a collaborative, team-based approach to her work, helping coordinate efforts across CHP departments to support successful outcomes. Prior to joining CHP, Cara worked for five years at a nonprofit housing organization in Scranton, Pennsylvania, where she gained experience with LIHTC, HUD 202, PRA 811, RAD, and market rate housing. She holds both a bachelor’s and a master’s degree in physical therapy from Misericordia University in Dallas, Pennsylvania.
