Community Housing Partners (CHP) has been recognized in a recent case study published by Stewards of Affordable Housing for the Future (SAHF) highlighting the organization’s approach to strengthening housing stability through collaboration across departments.

The case study, “Fostering a Culture of Housing Stability: A Case Study of Evolving Staffing Models and Collaboration,” examines how CHP integrates the work of Resident Services, Property Management, and Asset Management to help residents maintain stable housing. CHP owns and operates approximately 100 properties across multiple states. In 2021, the organization reorganized its Resident Services department to include a dedicated Housing Stability Team led by Sara Hoke, Director of Housing Stability. The team works closely with site staff to identify residents who may be experiencing financial challenges and connect them with resources that support successful tenancies.

During the COVID-19 pandemic, the team helped residents access rent relief resources, assisting households in securing more than $9 million in rental assistance since 2020.

The SAHF report highlights how the Housing Stability Team serves as a central hub connecting departments across CHP, enabling staff to coordinate responses and tailor solutions to individual households. One of these efforts is the launch of “ROCCS” meetings, a structured process that brings together staff from Asset Management, Property Management, and Resident Services to review properties identified as being at risk. The meetings focus on five core areas—Rent, Occupancy, Collections and Certifications, Conditions of Properties, and Staffing—and provide a forum for cross-department problem solving.

The case study also examines several initiatives designed to strengthen communication and support residents early in their tenancy. One of those efforts is Operation New Move In, a program focused on proactive outreach to residents during their first year in a new home. (Learn more about Operation New Move In.)

Through this program, residents receive follow-up touchpoints after move-in that reinforce key topics such as rent payments, maintenance requests, inspections, and recertifications, while also connecting households to community resources.

Early results from the pilot program showed measurable improvements in housing stability. Residents participating in Operation New Move In were 31% less likely to have a rental balance, and those who did carry a balance owed 14% less on average than residents not participating in the program. The program has also been associated with 6.4% fewer negative move-out reasons.

Based on these results, CHP expanded the Operation New Move In beyond its initial pilot in 2025 and has since enrolled more than 350 residents across its portfolio.
