Community Housing Partners (CHP), which provides affordable and sustainable housing throughout the Southeast and Mid-Atlantic, is celebrating steady progress on Stroubles Ridge, its newest homeownership opportunity in Blacksburg, Virginia. The first nine homes are on track for completion this fall, marking a significant milestone for what will be CHP’s largest single-family development effort to date.
Located on 24 acres along Merrimac Road, Stroubles Ridge broke ground in November 2025 following months of infrastructure work. Built using modular construction, the homes will become part of the New River Home Trust (NRHT), the community land trust managed by CHP that keeps homeownership affordable for generations of buyers by separating the cost of the land from the cost of the home.
The full development includes 46 residential lots that are planned to accommodate up to 70 homes, including single-family homes and potentially duplexes. Households earning up to 80% of the Area Median Income (AMI) are eligible to purchase the first set of homes under construction.

The homes are being built using modular construction, a method that can increase efficiency, reduce waste, and provide consistent quality. All homes at Stroubles Ridge will meet or exceed EarthCraft green building standards, incorporating energy efficiency and sustainable building practices.
For prospective homebuyers, the neighborhood offers more than a new home. Its location provides residents with the opportunity to live close to jobs, schools, and the many amenities and opportunities that Blacksburg has to offer.
“Housing affordability is one of the biggest challenges facing Blacksburg and the New River Valley, and there is no single solution. It takes a variety of housing options to build a healthy community,” said Jake Powell, Director of Homeownership at CHP. “Stroubles Ridge is an important piece of that puzzle because it creates opportunities for people to become homeowners and put down roots in a community where they live, work, and build their lives.”
This fall, CHP will offer tours of the Stroubles Ridge neighborhood as part of an event celebrating the opening of Legacy on Main, CHP’s multifamily rental development on South Main Street in Blacksburg. Together, the two projects reflect CHP’s comprehensive approach to housing in the New River Valley, pairing new homeownership opportunities with quality rental housing in the same community.

Stroubles Ridge has been made possible with local and state assistance. The development has received support through Community Development Block Grant (CDBG) and HOME funds, as well as funding from the Housing Innovations in Energy Efficiency (HIEE) program, the American Rescue Plan Act (ARPA), Congressional Directed Spending, and the Virginia Housing Trust Fund (VHTF). The Town of Blacksburg and Montgomery County also helped make the project eligible for these funding sources through a 2021 boundary adjustment.
