Community Housing Partners (CHP), a Virginia-based nonprofit which provides affordable and sustainable housing across the Southeast and Mid-Atlantic, together with the Housing Authority of the City of Annapolis, is proud to announce that it has been awarded 15 million in 9% Low Income Housing Tax Credits (LIHTC) by the Maryland Department of Housing and Community Development for the Robinwood redevelopment in Annapolis, Maryland. The award represents an allocation of $1.5 million in annual tax credits over a period of 10 years.
The funding, part of a $36.8 million investment by the State of Maryland to create or preserve 1,275 affordable housing units, will support the first phase of the Robinwood redevelopment, which includes the construction of 58 new apartment homes at the existing 150-unit community on Tyler Avenue. The development will meet Enterprise Green Communities criteria and comply with DHCD energy requirements as well as the State of Maryland’s adopted energy codes.
The Robinwood redevelopment will be twinned with another phase supported by a 4% LIHTC application to rehabilitate 66 existing townhomes and construct 90 additional apartment homes. Once complete, the redevelopment will provide 214 affordable homes for Annapolis residents and help address the city’s growing need for quality, affordable rental housing. In total, the redevelopment is expected to be a $105,804,351 investment in Annapolis.

The redevelopment will offer a mix of one- to four-bedroom apartments and townhomes to meet the needs of families of various sizes. Planned community amenities include a senior lounge, fitness room, community room, computer lab, outdoor pavilion, dog park, and gymnasium, creating welcoming spaces for residents to gather, stay active, and connect with their neighbors.
Construction is expected to begin in late 2026, with completion anticipated by fall 2028. This will be CHP’s first development in Annapolis.
