Dear Friends,

As we share our 2025 Community Impact Report, we look back on a year that brought both meaningful progress and new challenges for Community Housing Partners. Across our organization, we remain focused on our mission to create homes and communities that are healthy, sustainable, and affordable.

In 2025, we celebrated CHP’s 50th anniversary. This milestone offered an opportunity to reflect on where we started and how far we’ve come. As part of that effort, the Built to Last campaign raised $157,000 to advance housing stability initiatives and demonstrated an ongoing commitment from our partners and supporters.

Last year also marked the beginning of our new three-year Strategic Plan. The plan sets a clear direction for our work—strengthening health and quality of life outcomes for residents and customers, supporting our staff as an employer of choice, improving how we operate, and aligning our investments with our mission.

Our Real Estate Development team advanced several initiatives to expand housing opportunities in 2025, including progress at Legacy on Main in Blacksburg, Virginia; Witter Place Apartments in Alexandria, Virginia; and Trinity Court in Chapel Hill, North Carolina. We also secured $15 million for a future redevelopment in Annapolis, Maryland. Meanwhile, our Homeownership team also broke ground on Stroubles Ridge in Blacksburg, Virginia, creating new opportunities for homeownership and expanding pathways to long-term housing stability.

At the same time, our Asset Management and Property Management teams provided steady operational support across the portfolio, including welcoming new Virginia communities such as Mary Hardesty House in Berryville and Chestnut Square Apartments in Newport News into CHP’s management. Their efforts help ensure that residents experience stability and consistency in their housing.

Resident Services continued to build on programs that promote stability, engagement, and connection – from Operation New Move-In’s promising early outcomes for new residents, to the CHP Reads! Summer Reading Program serving children and teens, to the Warm Wishes campaign reaching dozens of communities this past winter.

Our Energy Solutions team continued delivering weatherization and energy-efficiency services that reduce costs, support healthier homes, and position CHP as a recognized leader in building science, as highlighted recently in both a national ACEEE report and a statewide impact report.

We were also honored to be named one of the Best Places to Work in Virginia for both 2025 and 2026 and to receive the Virginia Housing Alliance’s Housing Champion Award. These recognitions speak to the dedication of our staff and the strength of our workplace culture.

2025 was not without its challenges. Like many organizations in the affordable housing sector, we navigated uncertainty around shifting federal funding and priorities. These headwinds required us to adapt and find new ways to advance our mission. We remain committed to meeting those challenges with the same resilience and creativity that have guided CHP for five decades.

This year’s report is organized around three themes—People, Places, and Programs—which together represent the breadth of CHP’s work. The stories included here highlight not only what we accomplished, but how those efforts connect to the daily lives of residents and communities.

None of this happens without the support of our partners, funders, staff, and the entire CHP community. Your belief in our mission is what makes it all possible. As we look ahead, we are energized by what we have built together and confident in our ability to continue creating opportunity one home, one family, and one community at a time.

In 2025, Meghan McMillen continued to strengthen CHP’s weatherization work through leadership roles at the state and national levels. As a board member and chair across multiple organizations, she brings practical experience into policy and program discussions that shape the field. Her work helps connect on-the-ground expertise with broader advocacy, supporting more effective and responsive weatherization efforts.

Recently, CHP was recognized as one of the top nonprofit workplaces in the nation, earning the No. 2 ranking on the Best Nonprofit Workplaces list. CHP was also named to the Best Places to Work in Virginia list for the fifth time. Based largely on employee feedback, these recognitions highlight the strength of CHP’s staff and a workplace culture where people feel supported, connected, and invested in the mission.

A New Chapter in Alexandria

In 2025, CHP and its partners broke ground on Witter Place Apartments in Alexandria, Virginia, marking the organization’s first development in the city. The 94-unit community will expand housing options in a high-demand area. The development will also feature a large-scale exterior mural by artist Yulia Avgustinovich, whose design draws inspiration from local landmarks, nature, and shared community identity.

Expanding Homeownership in Blacksburg

In 2025, CHP and local partners celebrated the groundbreaking of Stroubles Ridge in Blacksburg, Virginia, a new neighborhood designed to expand homeownership opportunities in the New River Valley. The development will bring dozens of homes to a 24-acre site along Merrimac Road, using modular construction and a community land trust model to help keep homes attainable for future generations. The milestone reflects years of partnership and planning to address local housing needs.

A Growing Presence in Virginia

In 2025, CHP expanded its multifamily portfolio with the acquisition of two Virginia communities: Chestnut Square Apartments in Newport News and Mary Hardesty House Apartments in Berryville. Together, these properties strengthen CHP’s presence in the Hampton Roads and Shenandoah Valley regions, adding family and senior housing alongside existing CHP-managed communities.

Investing in Annapolis’ Future

In 2025, CHP and the Housing Authority of the City of Annapolis secured $15 million in Low Income Housing Tax Credit funding to support the first phase of the Robinwood redevelopment in Annapolis, Maryland. This initiative will transform the existing community into a mixed-income neighborhood with more than 200 new and renovated homes over multiple phases. Once complete, Robinwood will support residents of all ages, while ensuring current residents have the opportunity to return and remain part of the community.

Supporting Residents from Day One

In 2025, the Resident Services Housing Stability team expanded Operation New Move-In, a program designed to help residents build a strong foundation during the first months of their tenancy. The initiative provides structured check-ins, education, and resource support well beyond move-in day, helping residents navigate responsibilities and connect with available services. Early results show strong engagement and positive indicators of housing stability.

    In 2025, CHP Energy Solutions was featured in a new American Council for an Energy-Efficient Economy (ACEEE) report highlighting innovative approaches to weatherization readiness programs. The report recognizes CHP as a national example of how combining federal and utility funding sources can expand access to energy efficiency services for more households. This integrated approach helps address both energy savings and health and safety needs in homes across CHP’s service area.

    Energy Efficiency in Virginia Homes

    In 2025, CHP Energy Solutions was also featured in the Virginia Housing Alliance’s report on the state’s Housing Innovations in Energy Efficiency (HIEE) program. The report highlights CHP’s work at Northway Apartments in Galax and New Market Apartments in the Shenandoah Valley, where energy efficiency upgrades improved comfort, reduced utility costs, and addressed critical building systems. These efforts demonstrate how strategic investments in energy efficiency can strengthen housing stability and improve quality of life for residents.

Recent Impact Stories

A Year of Gratitude

In 2025, 2,069 volunteers gave 6,307 hours of their time, while partner support—including volunteer time and funding—topped $2.1 million. Together, these contributions reflect a strong spirit of collaboration and shared purpose. We’re also grateful for the momentum behind our Built to Last campaign, which expanded support for housing stability initiatives. Thank you to the individuals, community groups, and partners who made this work possible and continue to move our mission forward.
