Community Housing Partners (CHP), which provides affordable and sustainable housing throughout the Southeast and Mid-Atlantic, is proud to be highlighted in the report “Virginia’s Housing Innovations in Energy Efficiency (HIEE) Program,” released in July 2025 by the Virginia Housing Alliance and the Association of Energy Conservation Professionals.
The comprehensive report, which is available for download on the Virginia Housing Alliance website, showcases how the HIEE program has transformed communities across the commonwealth and features two CHP initiatives.
The Housing Innovations in Energy Efficiency program, administered by the Virginia Department of Housing and Community Development, uses proceeds from Virginia’s participation in the Regional Greenhouse Gas Initiative (RGGI) to enhance access to energy-efficient housing. Since its inception in 2021, HIEE has helped fund 8,892 energy-efficient units and more than 2,600 home repairs for income-qualifying Virginians, leveraging over $203 million in total funding.
The report features CHP’s Northway Apartments in Galax, Virginia, a 72-unit community serving residents at 60% of Area Median Income. The $750,000 in HIEE funding enabled significant improvements including refreshed kitchens, bathrooms, appliances, and flooring—all informed by resident input. The funding also allowed CHP to implement Aeroseal technology, which improves the building envelope and reduces heating and cooling costs for residents. The report also showcases the CHP Energy Solutions team’s weatherization work at New Market Apartments, located in the Shenandoah Valley. Using $775,000 in HIEE funding, the team addressed critical infrastructure needs including roof replacements and outdated HVAC systems before implementing comprehensive weatherization measures. These upgrades included attic insulation, air sealing, high-efficiency heat pumps, LED lighting, and safety improvements, creating a more comfortable and energy-efficient living environment while reducing utility costs for residents.
